Michael M. Hash
Acting Administrator, Health Care Financing Administration

Michael M. Hash joined the Health Care Financing Administration as Deputy Administrator on April 30, 1998. From 1995 until joining HCFA, Mr. Hash was a principal with Health Policy Alternatives, Inc. (HPA), a Washington-based consulting firm that specializes in health care financing and related policy areas.

Mr. Hash served from 1990 to 1994 as Senior Staff Associate at the Subcommittee on Health and the Environment of the House Energy and Commerce Committee. In this capacity, he worked on Medicare, health care reform, health care quality assurance, health care workforce issues, organ transplants, clinical laboratories, and health services research.

From 1980 to 1990, Mr. Hash was with HPA, where he provided policy analysis and strategic advice on health care financing and organization for a wide array of HPA clients, including providers, practitioners, payers, and patients. From 1973 to 1980, Mr. Hash was employed by the American Hospital Association, with progressive responsibilities that led to his position as Deputy Director of the Washington Office, and responsibility for management of the Association's government relations program.

Mr. Hash is a graduate of Washington and Lee University with a major in political science. He continued his postgraduate studies in political science at Vanderbilt University. Michael has been a visiting professor at Johns Hopkins University School of Hygiene and Public Health and in the Georgetown University School of Nursing. He has held board positions at Providence Hospital in Washington and the District of Columbia Hospital Association.

Irene M. Ibarra, JD
CEO, Alameda Alliance for Health

Irene Ibarra, JD serves as the Chief Executive Office of the Alameda Alliance for Health (the "Alliance”). The Alliance is a local, not-for-profit health plan that provides comprehensive health care services to families and individuals who receive MediCal benefits and to children in the Healthy Families Program. Primary, specialty and hospital services are provided through a network of public and private providers, including over 300 primary care physicians, 700 specialty care providers, the major hospitals in Alameda County, the Alameda County Medical Center and sixteen community clinics.

Ms. Ibarra joined the Alliance in July, 1996 as Chief Operating Officer and was appointed Chief Executive Office in January, 1998. Ms. Ibarra relocated to the bay area from Seattle, Washington where she practiced corporate and business law at a private law firm. Ms. Ibarra served in Colorado Governor Roy Romer's cabinet for over four years as Executive Director of the state department of health and human services. In this capacity she was responsible for statewide health and human services programs, including Medicaid, managed care programs and long term care. She has served in a broad range of health and human services management positions on various policy commissions and private and public boards.

In addition to her Juris Doctor from the University of Washington, Ms. Ibarra holds a Master of Public Administration and Master of Social Work in Community Services and Social Planning from the University of Denver. She also completed the Program for Senior Executives in State and Local Government at Harvard University John F. Kennedy School of Government.
