Session A-6 Meeting federal guidance on cultural competence: a managed care organizations experienceWhat's all the fuss about cultural competence? What is the business nexus to the provision of culturally and linguistically appropriate care? As the Federal government continues its foray into the regulation and enforcement of culturally competent care and improved access standards, Healthcare providers are under new scrutiny to monitor their compliance with federal requirements to reach out and assure language access for their consumers. Each year, CMS defines a national quality assessment and performance improvement project for Medicare + Choice organizations (M+CO) to conduct. For the 2003 national QAPI project, M+COs may choose between two options--clinical health care disparities (CHCD) or culturally and linguistically appropriate services (CLAS). Too much, too little time. How do we do it all? Come and learn one organization's approach and explore potential strategies for your organization, or practice. Gayle Tang, MSN, RN, Director of National Linguistic & Cultural Programs, is a diversity champion and leader in the improvement of language access throughout Kaiser Permanente and the community. Gayle has led multiple strategic initiatives and created service delivery systems that have supported the provision of culturally and linguistically competent care to patients and their diverse communities. One of her major efforts and achievements, Gayle has developed and teaches a Health Care Interpreter Certificate Program with the goal of developing a cadre of linguistically and culturally competent healthcare interpreters. She continues to dedicate much of her time to promoting cultural and linguistic awareness between patients, health care professionals and the community, and is currently engaged in several research projects assessing the quality of language access services, entitled "Building Language Access Through Data Standards and Tools."
