The mission of Resources for Cross Cultural Health Care (RCCHC) is to improve the accessibility and quality of health care for culturally diverse populations. Our goals are to transform the patient-provider relationship by acknowledging and addressing cultural and linguistic issues, and to support quality health care to diverse populations by promoting best practices, standards of care, and performance measures. We seek to accomplish these goals by
- facilitating information-sharing, peer support, field development and advocacy by networking stakeholders regionally, nationally, and internationally
- supporting policy development and financing through applied research and analysis based on best available information, and
- validating the clinical and financial benefits of culturally responsive care by promoting outcomes-based research.
Formed in 1995 as a national alliance of individuals and organizations in ethnic communities and health care organized to offer information and technical assistance on linguistic and cultural competence in health care, RCCHC activities include program design, policy development and analysis, research, and community advocacy.
Resources for Cross Cultural Health Care engages in:
Policy Development and Research
- Leader of a multi-year process to develop national standards for culturally and linguistically appropriate services in health care (CLAS), including the facilitation of a national multi-stakeholder review process and the publication of final standards in the Federal Register.
- Facilitation of a national stakeholder dialogue to develop a framework for integrating cultural competence into national healthcare quality improvement efforts
- Development of a consensus-based national research agenda to promote outcomes-related research on culturally competent health care.
- Consultation on the development of model contract requirements on CLAS for state Medicaid agencies and the managed care organizations with which they contract.
Program design, assessment and best practices
- Development of an assessment tool, a national search process, and a publication on model practices among program that serve multicultural populations
- Development of a multi-dimensional capacity and compliance assessment process for health and social services program serving limited-English proficient clients
- Provision of on-site and telephone technical assistance and consultation services, referrals, and custom informational packets for individuals and organizations representing national, state, and local governments; public health departments; community based organizations; managed care organizations, hospitals and clinics; universities; and advocacy groups.
Information Dissemination and Stakeholder Networking
- Design and editorial direction of the DiversityRx website (www.DiversityRx.org), a comprehensive clearinghouse of information on model programs, policies and legal issues related to cross cultural health.
- Convener of key stakeholder meetings to explore emerging issues, develop frameworks for key models and practices, and facilitate consensus around controversial issues
- Sponsor of email discussions groups, including the CLAS-talk listserv, for policymakers, providers, medical interpreters, and researchers interested in sharing information and best practices
Education and Training
- Developer of workshops and presentations on a variety of cross cultural health topics for national and international meetings and institutional training seminars. RCCHC is a co-producer of the Quality Health Care for Culturally Diverse Populations, held biennially since 1998.
